Phase 1 - Concept Phase

The inception phase requires research and understanding so that a practicable plan can be conceived.  This phase will lay out the major investments and milestones required to establish a first colony.  This phase will answer basic questions:

Phase 2 - Planning Phase

The planning phase establishes a more detailed, incremental, and cohesive plan for realizing the colony.

Phase 3 - Elaboration Phase

During the elaboration phase, more detailed analysis will refine the plan.  Technical challenges and other risks will be identified and mitigated.  More detailed plans and economic analysis will provide more accurate costing.  Though the entire concept developed and planned is within scope, this phase will seek to add the most clarity to the earliest phases.  Proof of concept and prototyping are typical in this phase.
